He lost this latter position on 20 April 2003 and resigned as mayor on 22.04. The sanction came after China has been widely criticized for its handling of the SARS epidemic that started in Guangdong province in November 2002. The government suddenly announced a ten-fold in the number of reported SARS cases in the capital.
